Sir,

With reference to my Letter of the 2nd September, I am directed by the Earl of Clarendon

The other point touched upon in his letter is one much controverted amongst Jurists, but I fear not so doubtful according to English law, to warrant acting, - I mean the duty of paying observance to the revenue and police laws of other nations, as to matters coming out of their jurisdiction into our own. The utmost that can be done is to respect and enforce whatsoever prohibitions are officially announced by the Chinese Authorities. If they connive, I do not see what we can prohibit.
